Launched in April 2006, the Prime Minister's Initiative (PMI) for International Education is a five year strategy which will build on the success of the first PMI to secure the UK’s position as a leader in international education and sustain the managed growth of UK international education delivered both in the UK and overseas.

The UK government's interest in Trans-national Education (TNE), reflected in the PMI, emphasises the importance of UK partnerships with overseas institutions. It includes a wide variety of delivery modes including distance and e-learning; validation and franchising arrangements; twinning and other collaborative provision.

As a major global phenomenon, TNE is predicted to grow significantly over the next twenty years.

The demand for continuous education and vocational training is growing rapidly, and foreign providers are encouraged to deliver TNE programmes in this field. Continuous education, vocational training and lifelong learning are also the strategic education policies outlined in China’s 11th five-year plan.
