To professionalise the Learning & Development industry and to achieve excellence and recognition in Learning and Development profession.

Our Mission

To support the development and success of our members, the BILD will:

  • Recognise
    • Professional status of individual members through membership grades, aligned to TAP qualifications.
  • Represent
    • Members' interests through the formulation of policies and standards associated with the learning and development industry.
    • The interests and reputation of Learning and Development professionals nationally and globally.
  • Respond by providing:
    • A valued range of membership services.
    • Opportunities for continuous professional development (CPD).
    • Leadership and support to drive excellence and professionalism in Learning and Development.

Staff and Directors

The BILD Office Team is based in London and operate the day-to-day activities of the Institute.

The Institute is run by its members through a Board of Trustees, which is subject to annual election. The members who are elected are drawn from key organisations and areas of expertise within Learning and Development. The current Board is as follows:


David Apparicio is a Fellow and Chairman of the British Institute of Learning and Development (The BILD), a Fellow of the Institute of Occupational Learning (ITOL), a Learning & Development and Human Resource professional with over 30 years of strategic experienced L&D, Training, HR and H&S management roles, previously working with in The Royal Mail Group

David is a Justice of the Peace (Magistrate) sitting on the Northamptonshire bench and became frustrated with the high levels of reoffending in the UK. David created the innovative Chrysalis Programme?, a world class Personal Leadership and Personal Effectiveness Development Programme to enable individuals to own and drive positive personal change in their lives.

David is a Fellow of the Royal Society of Arts... invited by the Trustees of the RSA because they've recognised: 'those whose achievements set them apart' and 'innovative work in offender rehabilitation and development'.

David is a Licenced and accredited Facilitator of the 7 Habits of Highly Effective People (Dr Stephen R Covey/Franklin Covey) and the Six Thinking Hats (Dr Edward De Bono/Holst Group) and Master Neuro-Linguistic Programming Practitioner.

David is a member of Courvoisier The Future 500, a list of the top 500 future entrepreneurs, due to the potential social impact of the Chrysalis Programme.

He is also the Independent Chairman of Reading Borough Councils Adult Community Learning Network (RCLN)

Tracey Rashid is a Member and Vice Chair of the British Institute for Learning & Development (BILD) and a Learning & Development professional with over 16 years of experience in L&D, Training, People Engagement, Change Management and Communication working in both the public and private sector across multiple industries.

Tracey has been working for Transport for London within the Information Management (IM) for over 9 years.  During her time in IM it became clear that people development was not a key focus and she developed a Capabilities team to ensure people were developed in line with the strategic goals IM.  In IM, she is the lead in people development and capabilities and successfully implemented SFIA (Sills Framework for the Information Age) into the function.

Tracey holds a TAP Diploma is L&D Consultancy and is a qualified Life Coach as well as being SFIA Consultant, Change Practitioner, PRISM Practitioner and BELBIN Accredited.

Over recent years Tracey's role has developed to a more strategic level incorporating People Engagement and culture activities to enable a highly skilled, engaged and motivated function at all levels.


A highly motivated and enthusiastic professional with a 30+ year track record of achievement in Change Management and Leadership development whilst in the Post Office. Ruth also has an extensive background in Project Management and Quality Assurance. She is trained in ‘Prince2’ and also trained as and assessor for both ‘Investors in People’ and ‘ISO 2002’. She has many years’ experience of working the Leadership Development arena, with a particular focus on Neuro Linguistic Programming, 7 Habits of Highly Effective People and Behavioural Change.

Ruth has recently joined the BILD and taken on the role of Treasurer.  Outside of work Ruth has two children aged 31 and 21.  She is a bit of a ‘petrol head’ with her other interests being travelling, dressmaking and cooking/baking.

The Training Foundation

Adrian has worked in range of roles in Banking & Insurance in both the UK and Australia for over 35 years. He commenced a career in Learning & Development in 1994 and has since gained experience in a number of middle and senior management roles including his most recent position as Managing Director of The Training Foundation (TAP Training). Adrian's focus is on Sales Management; Client Relationship Management & Managing day to day business operations.

In addition to gaining his Chartered Institute of Bankers qualifications, he has gained a significant number of Financial Services and training related qualifications along the way. Outside of work, Adrian is happily married to Leonie and has a young family. His passions lie in motorcycling; reading real-life stories and amateur philosophy.
